Promoting education reform in ethnic minority regions

Ensuring the right to education for ethnic minority people is a consistent priority in the Party’s guidelines and the State’s policies and laws, in which the system of boarding and semi-boarding schools plays the role of an "extended arm" bringing knowledge to the villages.

The promulgation of Decree No. 238/2025/ND-CP (September 2025) has contributed to perfecting the legal framework to guarantee the right to education, through policies on tuition exemption, reduction, and study cost support for students in disadvantaged areas.

Thanks to comprehensive investment, the quality of education in the 2024–2025 school year has witnessed positive changes, with the teaching staff being standardized (the rate of meeting standards at the upper secondary level reached 99.9%).

The specialized school model not only provides room and board but also offers comprehensive education, helping thousands of students mature and return to serve their homelands. The network of specialized schools and classes is not only maintained but also improved in the quality of care and education. Tens of thousands of students from these schools have matured and returned to serve their homelands. However, challenges remain as facilities at certain school sites have not yet met the requirements of reform, demanding stricter supervision to ensure that every student in highland areas benefits from the best educational environment.
